        If they want to deter the Russians from capturing Istanbul, yes. We're pretty close to the era of 'The Great Game', when Russia and Great Britain were frequently teetering on the brink of conflict because of Russian designs on Afghanistan, Iran and the areas abutting the British holdings in India.

Establishing a bourgeois republic in Germany was what he was about in those days, even if he though workers could seize power in the more industralized countries. According to Marx, Germany needed to go through industrialization and a bourgeois revolution before it could become socialist. He was rather popular in the Rhineland, you know.

            The Russian Baltic fleet was at that time stationed in Reval (modern day Tallinn, Estonia) and RN had specifically commisioned bombardment ships to attack that fleet in the Crimean War, but then elected not to do it, for some reason.
