Not always. Sometimes they want you come to their country and bring money on the pretext of helping them pay a fee to get their fortune released. Once your in their country with the money in US currency you're at their mercy. They take it from you and if you complain they either kill you or have you arrested for violating some currency exchange law or such. These guys are often dangerous. Baiting them is not a good idea.
