why is there no traffic on those roads?

Our roads are clogged with bumper to bumper traffic. Even worse, city officials are trying to turn my city into the next manhatten. This would be good if we had mass public transportation, but we don't.

I was in Vegas when Madonna or Prince or some schumck like that was having a concert at the MGM. We made the mistake of taking that road to cross the strip, and for the love of god I have never seen such a total disregard for traffic laws!
