Integrate the fingerprint reader with a pulse/blood pressure reader.
No, I did not steal that from somebody on Something Awful.

Is it legal to create and deploy a system that electrocutes anyone who gets into the car without a key ? Assume the system is independently created by you and rigged onto the standard key mechanism ( or onto some other component to make sure that you have the key ) .

Yes, you are referring to "liveness testing" which the science is advancing to field biometric devices with this capability.

The sad thing is that some of these systems with liveness testing can also be fooled. The early techniques looked for heat, which is easy to simulate. Then the detection of a pulse, then the electro-magnetic charge which the human body produces... With every advance there has been the criminal countermeasure "spoofing" the sensor.

The biometrics industry has resigned themselves to being part of a multi-modal (multiple biometrics in one system) in a layered security model. Additionally, some camps are considering the use of biometrics only in situations where the use of biometrics can be monitored by a human. All this has pushed biometrics away from a stand-alone product/system into the background of an overall security plan. Folks in the industry were hoping to make these devices a commodity - but it's widely accepted now that biometrics will not be the monolithic security solution.... pretty much the same story that happened with PKI.

BTW, retinal biometric has been deemed obsolete and relatively unusable. It has fallen into serious disfavor.
          Haven't been here for ages....
