It would be more precise to say more then four times.

However, per capita consumption in the world's most populous country remains far below that of the United States.

Yes, that is the silly part of this comparison. With it's enormous, but poor, population, it's not such a big surprise.

However, in areas where the economic transformation is concentrated (like the town I live in), the speed of development really is quite an amazing spectacle.

Here you can see the huge mistake the Americans made since 1997, by denying to ratify the Kyoto treaty. With their cooperation we would have been able to force China into the treaty as well. This would have helped control the Chinese boom, to the benefit of the United States. Now it's more difficult.

And how would you do that? The Chinese communists already have everything they wanted, trade wise, so what leverage do you have? It's not like you can retailiate against their trade since they're now in the WTO.

BTW the US signed it in 1997 and it was Bush who unsigned it in 2001.

                            Four > three.
It's just kind of odd to use 'three' when the multiplier is actually closer to five than four.

That's a rather... interesting viewpoint to take on Kyoto, an agreement which would've hurt the industrial capacacity of USA no matter how it would've been twisted towards China.
