      No matter which party is in power, the American public would be outraged over trying a US President(or sec. of defense), and that prosecuting country could count on ruined relations with the US.


      Which doesn't seem to matter that much these days. Look, you've pissed off enough people, not just ordinary people, but the various elites around the world that appeasement is no longer becoming an option.

        According to the ICJ under customary international law a foreign minister (and by extension a head of state) enjoys absolute immunity from ‘any act of authority of another State’ regardless of the gravity of the charges involved, for as long as he or she remains in office. So I'd say that such immunity isn't offorded to only diplomats.
