It is. One of the men in the picture is quite famous these days, though not necessarily for his military achievements.

This large-sized town or small city is the capital of one of South Africa's regions. This particular region derives not inconsiderable amounts of its income from this:

I'm leaving for the weekend in five minutes, so I'll give a slightly more revealing clue about the man who's famous in the first picture: he founded a movement which currently has some 28 million members worldwide, with national organisations in 153 countries.

Whoever gets it can post a new one, and the right answer should be pretty googlable by now.

I'm guessing the building that generates most of the income is the casino at Sun City. I don't know what the capital of that region is, but Bloemfontein sounds about right.
