There is the first public release of Civ2 Diplomacy. The Zip file contains the utility and an English manual. Only unzip this in a new folder, and read the manual 
Altough this is not a beta version, it can have bugs. I hope that not, and I test it many hours in order to debug the utility, but I'm not sure.
If you download it, please drop me a line with feedback about the utility. If you find a bug in the utility or a typo error on the manual (my english is rather bad), please also drop me a line.
