Britain requests passage of the St Lawrence for a merchant convoy. The escorting warship will remain outside the St Lawrence waterway if the French Governor of New France requests it.

This attitude of the French is most disappointing. As explained, the Thames dockyards must be kept clear, as a single blocking merchant ship can disrupt the movements of the Royal navy considerably.
However, if the French agree to clear the Thames before the end of each merchant voyage, and accept that any French merchantman (or warship) blocking the Thanmes will be sunk immediately, without further warning, we will remove our guardship there.
We expect this concession to be immediately recognised by the clearing of the St Lawrence river to British merchant trade.
The alternative is a complete trade embargo around London to French Traders - by sea AND land. We feel this would harm the French economy considerably more than ours!Comment
