          A Mathematician from Cadiz

          Well, it's clear that we have many problems with a Spanish scientific in XVII... So, Can I suggest Antonio Hugo de Omerique? He was a mathematician from Cadiz (http://www.arrakis.es/~mcj/pres_0.htm), and he was a member of the novatores group: scientifics reformist in the Spanish of laters Austrians. Other member of the novatores group (and candidates for the tittle of spanish scientific in XVII) were:

          Juan de Cabriada (http://www.isciii.es/museo/crono/ed/edc2174.html for a little quote)

          Juan Caramuel y Lobkowitz (http://www.filosofia.org/aut/vid/fe06.htm, quote XLIX)
