Secondly, when one posts "To: World", usually it's taken as a message to, well, the entire world. Not just the leaders of the governments.
Thirdly....If you don't tell the people of the world, only the leaders, how do you expect civilians to get out of India when they do not even know there are planes thre to begin with?

The traitor has been arrested and is currently being interrogated. It seems as if the transmitted data contained a copy of the Russian conference discussion.
