To Germany (secret) We reccommend you use the Trans-Alpine Millitary Pact like Bismark used the Confederation of the Rhine. That is, by leading the countries in an attack on France you can unite them into an Empire. To Pope: *top secret will kill anyone who lets this out* You read my mind! I was going to make the same proposal to you, but I thought it too rash for you to accept, so I went along with my more modest one. Germany, France, Spain...

All right, we'll do it. But we have some conditions:

1. No persecutions of non-Catholics (except Muslims) your own Emperor is going to be Lutheran (in the game, not reality), so I won't look to good persecuting my own people.

You won't be the first non-catholic Emperor, but perhaps a reunion of the Church can be discussed. The only real difference is over Papal superiority. But if not, then all Christans are still brothers.

2. Germany controls diplomatic and political matters throughout the empire except in the Papal States. The Pope takes care of religious matters and the affairs of his own state, though your advice will be taken with open minds and ears on how to run the rest. Military matters are to be joint.

I had the idea that each state would remain "self governing" but under the leadership of the Emperor (who is also chancellor of Germany) France of course would be divided between Spain, Papal States and Germany. Holand would bcome German, as would North Italy. South Italy would come under Papal jurisdiction. You and Austria would be able to divide up any Eastern conquests as you see fit, and Switzerland would get a bit of France too. All these countries would be part of the Empire though, like Scotland and Wales are part of Britain, so basically the same big country, but with regional governing bodies. German area can be democratic, Papal states under Pope's control, Spanish areas under the contol of the Inquisition.

3. Germany remains a Democracy, at least for now. I will be content for the German Bundestag to make the key decisions within our borders, though I may throw it out later. Everywhere else, I will play the autocrat, except in the Papacy; I leave the autocratizing there to you.

As above... although how much power will the bundestag have? You may want to include Holland and Eastern France as new "Bundesländer"

However, we are willing to make some concessions as well:

1. All of Italy, as well as French Savoy and Nice, come under Papal authority.

2. Cross-integration of our military. A mix of German, Italian, and Swiss officers leading a combined German-Papal Army. Intelligence and planning to be freely shared and collaborated on between the two authorities. Both of our faces go on the new Euro designs.

Basically, I do most of the administering, you do the religious work, we both do the crusading. How's that sound? I will listen to any advice on how to do my share, though whether it is acted upon is dependent upon different factors.

Sounds OK to me. Let the "persuasaion" of France commence. Hopefully the people are on your side, as I am Fed-Exing the Crown of Napoleon to you. Note : Although you can govern from wherever you like, I insist that Rome is the capital of the Holy Empire. Otherwise the Spanish and French will get REALLY mad. Also, the Pope retains the right to appoint the next Emperor, should you die, who could be a Frenchman, Spaniard, etc (also keeps them happy, so they don't think its a German Empire, but a Holy Empire)

I'll agree on Rome as the de facto capital of the Empire, though I'm still not decided on whether to move my entire infrastructure.

PS: I tried the Napoleonic Crown on, and its a little too small How about the Lombard Crown of Charlemagne?

I don't think we can reunite Protestants and Catholics with much success, considering all the different factions and opinions nowadays. Remember the Council of Trent...? Still, as long as each member of the Empire respects his fellow man, we can all live in (relative) peace.

Also, when shall we announce this new union? I would think the best times would be either before or after the invasion of France.

-Engage in a pro-Papal and anti-French national/European propaganda campaign. The campaign is to focus on the fact that the French, by virtue of their violent acts, have shattered European unity, and that balance can only be restored by a coalition of European nations united in one purpose.

-Engage in different propaganda campaign in France. This one will center on the Chirac government not keeping its promises and inciting the people to establish a new government friendly to the Empire and conducive to joining it. Hopefully will get Papal support on this, as France has many Catholics.

-Make tax cuts, state benefits, etc. to key members of the working class and corporations alike.

-Call a vote for authority to declare of war on France without further consent.

-Position German/Imperial/Trans-Alp. Alliance troops along the border between France and Germany. If war comes, prepare for a swift advance through the Ardennes and the Low Countries.

-Send food and supplies to Israeli victims of nuclear attacks and send a small contingent of German infantry
as protection.
