I've been thinking of starting one of my own NESs soon. I think I need to learn if there are any specific rules for creating these first.

I'd be interested in joining another NES (after I rather disliked the last one I played in), but can we have a rule that we have to keep things open and realistic rather than simply announcing 'We have 1000 ICBMs pointed at your capitals, surrender now or be annihilated'?

Assuming it's the former, well, good, because the last one I participated in did.

Of course. One thing we rather desperately need is air cover. could you:

a) Establish some airbases in our country, to help us defend ourselves,

and

b) Maybe sell us some of your planes?

Perhaps another alternative could be for you to set up factories in our country to manufacture more? We have no shortage of manpower or raw materials, and we very much need to rebuild our economy, so any foreign capital is welcome.
