To France: The US must be punished. Why did you say that the terms we proposed a few year ao were reasonable then but now you accept soemthing much much lighter of the US? They have refused to make peace despite our reasonable offers; they should be punished MORE, not less!

Argentinian forces in Florida have oushed upwards. They now control most of teh state. Other forces have landed in and taken much of Southern California, suffering heavy losses but getting some help from friendly Mexican-Americans.

To allies (EXTERMELY SECRET): Attack immediately. Britain, storm the Norhteast, but also send a lot of trops to the west. Brazil, help me in the Southeast. Hopefully with Britain we can squeeze Washington. If we get Washington, take the President, Vice President, and Secretary of State captive. Take them back to your home country so they can't be rescued. Then we'll force them to accept our terms. Russia, land in Washington and attack wiht BRitain. However, our main goal will be to gain control of the Mississippi river. Very soon, we (hopefully with Brazillian support too) will attack Louisiana. Britain, go to Minnesota and cut off the northern end. We will progree towards each other. Our primary goals will be St Louis, Missouri and Cairo, Illinois, to cut off the Missouri and Ohio rivers as well.

we accept your terms excluding the part about Guatemala and Panama. We will not allow you to be rewarded for your beligerency. You shall not have Guatemala or Panama. Be thankful that even though you were in the wrong and entriely outmatched we have proposed an agreement that is so favorable to you. Do not try to negotiate differenly. Do not try to ignore us. The Emporer of the Empire has call a council of representitives of all the areas of the Empire accept Persia it is to deside a new form of government for the empire the choises are:

To Argentina:
Yes, but this conflict is not worth the spilt blood of our youth. We will keep troops in Central America, and fight America only there.

To Cuba & America:
We recognize Cuban soverienty only in Dominica. Since war continues, France no longer finds the terms of peace acceptable. All other islands are still under the control of the legitimate rulers. All BENEDEFRA islands are protected by the French military. Any additional aggression in the Carribean will be considered an attack by America and Cuba on France. No land in Central America shall belong to America.

TO France: Then do not commit your troops to the war, but remain formally at war with teh US and demand that they pay reparations. We can finish them off without your help, but we will have trouble if you make peace with them without demanding any concessions.

To the US: We will accept peace with you now if you give up all holdings in Central America and the CAribbean and promise never to attempt to gain territory in LAtin America again.

At home, there is starting to be a bit of grumbiling because the war still hasn't ended, but so far there is no major problem.

Elections are coming up (Giovanni resolves) (they are every 5 years, this one will be in January 1909) for both Congress and the President. The parties (in order of strength):
The Conservative Union Party (CUP, currently in power)
The Reformist Union Party (supporters of CUP's foreign policy but not their domestic policy)

Cuba will continue to unite the Carribean on it's own time. Any nation willing to give soveriegnty over their Carribean Isles to Cuba will still have use of their military facilities.

TO THE UNITED STATES (not secret by any means): Please withdraw from Central America, focus on your economy, NOT WAR. The people of these areas can establish government on their own.

TO ARGENTINA AND THE OTHERS PLANNING VARIOUS ATTACKS ON THE US: Please do not move the war any further into the Continental United States, Cuba will not support aggresson for the sake of Land Grabbing, any further advances will result in the loss of passage through the Carribean. If you feel that it is your duty to liberate the nations of Central America, Cuba will be behind you.

To France: Why are you so quick to label us warmongers? We accepted money from the United States, not imperialist propaganda. The constitution of Cuba clearly states that we are against rule from distant leaders, and by improving and combining the Carribean islands, we are counteracting this. Additionally, we currently are not hindering passage through the Carribean, whereas other nations, including other American nations, would. Cuba would be willing to negotiate trade and passage agreements for the possession of those isles, and the offer for military facilities still stands.

Brazillian forces land in southeastern Louisiana and southern Mississippi from their base in Cuba. The forces in Louisiana push northwards along the Mississippi River. The forces in south Mississippi push north also, linking up with the forces from Louisiana at the Mississippi River near Natchez. They also advance east to link up with Argentinian forces in Florida, they succeed in capturing Mobile and its valuable ports. Reinforcements en route.

To world:
We outright reject the U.S.'s outrageous demands! They are the one's at fault and they must pay. Their demands are ludicrous, and unbelievably arrogant and greedy. Our terms were already lenient, they wish to take advantage. Gautamala and Panama a state!!! Now they must pay for their insolent imperialistic ways. They will never control any soil in Central America, as long as the Brazillian-Peru Confederation stand to defy them.

For the sake of peace let these nation be indepent. We would like to offer a comprimise with you and the South American countries that oppose Central America being in US hands. All Central American countries should be given independence and allowed to from what ever government they wish to from. Brazillia and Argentina are neither would be allowed to make these nations a part of their country. Would this not be acceptable to all parties?
