Well Mensius did enter moves but they were for Germany's units which he thought was his and after asking him for Russia's units and even telling him which ones they were I still have not recieved any moves so Snowfire kindly gave me some substitute moves. Mensius does not NMR, cause technically he turned in moves, they were just the wrong nations'.

The draw proposal failed so here are the Spring 1906 moves.
