I've got no clue as to the effect of the Fleet Rome variant. But in the spirit of Diplomacy my vote is available to whomever can convince me of the merit of their position.

Ok, I'm not familiar with Fleet Rome but sounds like internal affairs to me(Italy) and as a sovereing country we won't tolerate any other state to dictate about our fleet positions. So our answer to what ever that variant is, NO.
As for the order preferences. It's all the same for me since I don't know what would be the optimum order for my people.
My only problem with Standard Diplomacy is Italy only having one fleet, which makes the Italian player have to attack Austria at some stage and only allows Italy one easy build in the first year (Greece/Tunis). The lack of a second fleet means Italy usually loses control of the Ionian Sea to claim Tunis and therefore loses its grip in the Mediterranean.
The lack of a second fleet means Italy can only claim one of Tunis or Greece in the first year and would have to attack Austria for a second build with Trieste. This makes Italian openings very boring and predictable. Austria rarely trusts Italy and an Austro-Italian alliance against Turkey is quite hard to pull off with Italy’s fleet usually stuck in Tunis and Austria’s fleet stuck in some horrible dead end. This leaves Italy in a stalemate with Austria and with Mediterranean a stalemate with Turkey. No wonder Italy hardly ever wins.
