    Questions 2.

    Is there a way to place bonus resources on SPECIFIC tiles on the map?. It asks you for a resource seed where 1 means random.

    In every WWII scenario Romania kept having oil fields. How can that be pure luck?.

    Nemo made oil fields a separate terrain.
    I refute it thus!

      You can scramble the bonus locations in CivMap and then start to see if a bonus appears near Ploesti. Repeat until it does. The bonus appears on the same square irrespective of the terrain so use a unique terrain on the spot of the bonus and call the bonus oil. That way if there are caravan units, they can also trade the oil from Ploesti which will be very scarce.
