  • Problems with event created naval and air units

I am playtesting a scenario where the AI civs get free units in certain cities via events. If you capture the AI city where these units appear, the event-given enemy air and naval units still appear in your city although enemy ground units do not. I have observed the following:

    1. During your turn, enemy air units can fly out of your city and attack.
    2. If you click on your city during your turn, you see the enemy units instead of your units in the city.
    3. You can disband all of the enemy units for shields.
    4. Once all of the enemy units are disbanded, your units that were in the city on the previous turn appear on the city screen.
    5. While the enemy units are in the city, you can move your ground units into the city. However if you try to land a fighter or bomber unit in your city, the enemy fighter defends the city.
    6. If you disband all of the enemy units and then drop a paratrooper on the city, you end up capturing your own city--you get the captured city message, the city loses improvements and the accumulated shields from the disbanded units. However all of your ground units are still in the city when it is "captured".

Why does CivII let enemy naval and air units appear in friendly-controlled cities? Is there a way to prevent this from happening?

I think it's the same with land units if none of ten locations is
in enemy cities. NEVER use all locations in the same city.
Then such thing will happen for sure.
Anyway, I offer You such, though event-taking, sollution
at least to the naval problem.
Find a spot in a map perhaps in between the mountains,
or use some lake for it (a spot that earlier You can make swamps). Then, make an event that would change this spot
into ocean when this city is captured, and use it as the first location. Perhaps You can use it on some square next to ocean if You wish the ships to still appear, but elsewhere.

It's one of the many bugs in Civ II. It's just as you have observed and you have to live with the bug. About the only thing you can do is to have ships and aircraft appear in non-city terrain. Ships could appear in ocean terrain and so could aircraft. However having aircraft appear over land more problematic because you never know where a new city might be built. Mountains or hills might be a good choice because the AI prefers grassland and plains for new cities.

At any rate, it has nothing to do with alternate locations.

If the ocean hex is occupied by a enemy naval or air unit, would a naval or air unit still appear in the ocean hex via events?

Yes, it will - that happened to me all the time in Case's Cruel Sea scen.
          I refute it thus!

Yeah, that's why I put mines in odd locations off the US/Canadian coast.
