Is there a way to disallow the computer AI from creating (settling) new cities? I like to play the WWII scenario that came with the game, but I find it annoying that the computer AI for say Russia will create a bunch of little size 1 cities in the mountains causing me to have to essentially sweep the entire globe before completely destroying them. I'd like to play the scenario where no new cities may be built. Can this be done?

Go into the rules.txt and make sure in the slot where it says what tech you need as a prerequiste it says no. No settlers can be built. The ones that are already there can be made useless if you also change th movement rate of them to 0 in the rules.txt.

I think the only way it can be done is by building the maximum number of cites permissible (about 250). After this it's impossible to build new cities.
You could also increase the cost of settler/engineer units to make it more expencive for the computer to start new cities (though this may just make the computer waste its resources on the expencive settlers, and make less military units )
