I've been experimenting with a few things and found the following information. I don't know if it is common knowledge, but I haven't seen any reference to it:
If an air unit has an attack value of zero, it does not create unhappiness. This would allow you to create a reconnaisance plane that does not affect happiness.
More important, any unit with the "Air Superiority" role will not create unhappiness. It does not matter if the unit is destrowed after attacking or not. So if you want an airforce in a democracy that does not create unhappiness, just set all the bombers and missiles to the "Air Superiority" role. The AI won't use it right, but it will have no effect on humans using the craft.
This creates the realistic situation of air forces causing less unhappiness than ground forces.
