I suggest the same program that I use, called Pencil & Graph Paper.
Its a very good program!
That's the best one... its easier to use and to work with... Plus, what other program allows you to make the tech tree into a paper airplane?

As stated in another thread, William Keenan has found that Power Point can be of use, but I tend to agree with Shadowstrike.

Do you think you could take a look at my tech tree and see if you can fix it? It crashes and I'm too lazy to fix it (already spent 18 hours making it, it crashing makes me a little violent)

Dr_Strangelove, they usually crash because of a tech loop somewhere. If you've got MGE/UCC you can use the civilopedia - civilisation advances section to see a graphical representation of your "tree" which is very handy for bug checking. If you don't have it, you'll just have to be extra careful in checking the prerequisites. Make a copy, reset them all to nil,nil and start again. It's the only way.

As Cam pointed out above I have used power point to create tech trees. I now prefer to use Corel Draw because it offers more line connector flexability.
I prefer to use software instead of paper because they are much easier to revise and because I like to include a tech tree poster with my scenarios. For those of you who are interested, here is a link to tech tree I created for a still unreleased scenario, Kalterra.

A fantasy scenario! We need more of those....
That looks great Will. I think I should go back and try again on my scenario... I figured out how the map is going to look, and bits and pieces of the tech tree... I think I'll start collecting units again. I have maybe a dozen I'll use...
