...that annoying "Such-and-such requires an aqueduct/sewer system for further growth" message? It is really getting irritating on every single turn!

Try "City Report Options" (Ctrl + E) and deactivate "warn when city grownth halted (Aqueduct/ Sewer System)".

Yes, you can turn it off in the options menu, for ewxample I turn off the kings day report.
