How can I use all city-styles?

When I want to design a new scenario eg a WWI-scenario I want to use all design-slots in the cities.gif file.
The problem is that all civs are "modern" ones which are using the modern city-slot due to their advanced tech level. How can I make use of all - including the ancient - styles like in the "2194 days of war" scenario?

"Industrialization" (Ind) change civilization's cities into early-industrial
"Automobile" (Aut)+ "Electronic" (E2) change it into modern

And Philosophy changes the people from ancient to renaissance (Useful if you also want several people styles associated with your cities)
