Short cuts to designing a scenario.

Designing and creating a scenario for Civ2 is a long thought out process which takes several weeks to months to complete. Does anyone have any short cuts they like to share when creating their own scenarios?

One obvious short cut I've used was saving the game under another name and continuing from that game. It beats playtesting every time you start working on the scenario.

So, doees anyone have any short cuts?
