Can someone help me build a Scenario?

My Scenario is about the events of Sep/11/01 and the war on Terrerisom, I got the map just need to know how to build the city and the thing in them, if you do know how to build a scenario please e-mail at praski008@yahoo.ca, if you help me and the help works you'll get the scenario(but for that to happen, your going to tell me how to do that to )
