I've tried actually drawing something and I think it came out pretty good. I think that the shadows falling on the buildings are probably the only problem.

I might actually have a use for those
I'm going to make a few similar ones; there are very few 19th century city styles.
Lighting is nine-tenths of the battle in drawing.
They look good.

A touch more texture on the roofs
I did make them for a civ clone where the palette was slightly different and that might have lowered the number of distinct colours. My technique is:
1. Draw the building.
2. Add Noise from PSP 6's Image menu.
3. Draw the windows.
4. Increase the size to 1000%, Smooth, and decrease it back to 100% (10% of 1000%).
6. Draw a shadow.
7. Add noise to the shadow and convert it to greyscale.
8. Compose a city from individual buildings.
and some cylinder lighting on the smokestacks would go a long way I think.

Looks good, St. Leo! I agree, the smokestack could use a bit of roundness. Even so, they'll be effective in the game. Your shadows look fine.
William, the trees look a bit odd. Maybe just make the central stem longer than those on the sides... Otherwise, the buildings and fire look good.The first President of the first Apolyton Democracy Game (CivII, that is)
