    How does CivII determine "fertility"? We know that it doesn't directly evaluate the production of terrains, but is it hardcoded or an invisible flag?

    I have found that AI civs only found on terrain which produces 2 or more food without irrigation (i.e plains and grassland),

    I think this is hardcoded but I could be wrong

      err... plains don't produce 2 or more food without irrigation... but when you build a city on plains they produce 2 food because a city square is irrigated automatically
