I am plugging this week "The First Carlist War" by Javier Arriaga (available, guess where, on the Spanish Site). This scenario has a few deficiencies but shows many details of good scenario design and captures well a XIX century atmosphere.
One of its problems is perhaps that the events depicted are not very "cautivating", which would explain why this scenario has been generally ignored by the intrnet Civ community. Give it a go, it's worth the time you spend on it
