The Altera Centauri collection has been brought up to date by Darsnan. It comprises every decent scenario he's been able to find anywhere on the web, going back over 20 years.

What you need is a map of the western hemisphere.
Going from northern Greenland to the southern tip of south america at Cape Horn.
Then the civs can be spread out more evenly and make the game more interesting.
Portugal in control of Brazil.
Spain in control of Cuba and Hispaniola.
Britain in control of the thirteen colonies.
Natives in control of the Incas, Aztecs and Plains Indians.
For FMK, Holland could control New Amsterdam perhaps, or maybe the V.I., Surinam and Aruba.
The Central Europeans would control Greenland.
And so on.
The mining units could be well spread out this way to. Stretching out over the Andes, Rockies and the Appalachians.
You will need conquistador units that have alpine ability (x3 move a/t). That way they can move quickly over such a vast area of land.
To make the scenario:
1.) Start the game as usual with the civs starting on the east coast of the americas.
2.) Create a galleon next to each starting settler on an ocean square.
3.) Move the settler onto the ship.
4.) Move the galleon out eight spaces into the water.
5.) Save the game, under the protagonist nation as human player. Or if no protagonist, save under human as whoever you want to go first. Exit civ2
6.) Change the rules.txt file, galleon unit move rate to zero. Load the saved game.
8.) Set your human player to none. The ships can't move, so they can't land or do anything.
9.) Set up the scenario any way you like.
10.) Done. You have a colonization type scenario.
I did this for a Pirates scenario I did in which the Pirates start off-land with no cities and just a fleet. They had no cities but founded them a few turns later after they either captured a city or landed and founded a capitol.
So your taking into consideration the european arena during the time of american colonization. OK, I get you now. Sorry for the confusion.

Then you should have the natives renamed to the Arabs which control North Africa and the barbarians set up as the Natives who control america.
Another idea: Remember the Barbary Pirates. Constant raids in the mediterranean. Use the events and special pirate units created at random.
