It's Justinian, by Carl Fritz. I think this is the best scenario by far on the fall of the Roman Empire. It not only does an excellent job of simulating the barbarian invasions, but also the counter-attack to reclaim the Western Empire lead by Justinian, the Eastern Roman Emperor.
