MJ: I haven't really thought this through, but there MAY be a way to do it using the "X2 vs. 2X movement" feature. If only your armor has MP of 2X, then it would minimize their defense in a city RELATIVE to that of every other unit. Here's an example:
1) Infantry (8A) attacks non-fortified tank (2D) in a city w/AT defense. Relative value = 8vs6 (4-3)
2) Tank(8A) attacks non-fortified tank (2D) in a city w/AT defense. Relative value = 8vs6 (4-3)
3) Infantry (8A) attacks non-fortified infantry(2D) in a city w/AT defense. Relative value = 8vs6 (4-3)
4) Tank (8A) attacks non-fortified infantry(2D) in a city w/AT defense. Relative value = 8vs12 (2-3)
Now, without the X2 vs 2X defense, 1,2,& 3 stay the same, but 4 reverts to 4-3 odds. The big question of course, is can you live with infantry who only have 1MP?
Note: When X2vs MP2 and City wall defense both apply, are the effects additive or multiplicative? In this example that would be either (2X3)+(2X2)=10 or (2X3X2)=12
