There is a very specific section of the readme.txt file (it's under "copyright") that explains what you can/can't and should do when suggesting updates. I suggest you read it.

After testing I have discovered that jeibel was correct. However I was able to add new events with the in-game editor.
The FW event space is well and truly maxed out. There is plenty of room for MGE though. But I don't think there was very much after the multiplayer events were added.

I really enjoyed CNWO Andrew, IMHO it doesn't need much improvement.
Something I would like to see if a remake is on the cards is the eradication of Al-Queda playing a prominent role, and if possible, the 2nd Intifada. If space is needed, the terrorist event in Northern Ireland could be taken out; in the grand scheme of things, Al-Queda are far more important (especially since attacks have quietened down in the North recently).

Yes. I agree. Ireland is not as much of a hot spot, and the War on Terrorism could be more important. North Ireland was more of an annoyance than anything, and some of the Allied countries are very affected by terrorism, so I will probably change that.

How to put this politely...I must insist on the sole right to edit my work, which means that you may not publish any improvement of, or work closely derived from, CNWO.
If you have any suggestions you'd like to see in an update, then tell me. I'm currently working on an graphics update (and one slight amendment to the rules) so I might include these.
Be aware that CNWO is more or less a finished work. And please remember that it starts in 1992 and not 2003, so contemporary concerns were different. In rewritng for version 3.0 my main concerns were of a technical nature in trying to modify AI behaviour, rather than focus on minutiae.
Now, the issue with the Intifada could easily be solved by a single event that creates the rogue unit and forces aggression between the Allies and Rogue, ending their "invisible and unbreakable" alliance (that was their for gameplay purposes). I'd be up for that (but this may be non-FW users since the event space really is full). I'm also aware that the Phillipines should thus also have their event reinstated.
While many events dealing with civil wars and terrorist activities may seem obsolete now, replaced by new concerns, the new in no way makes the old less relevant. The concerns of making the "War on Terrorism" more relevant is actually asking for an entirely new scenario. If you want to do that, be my guest. If you want to help me improve CNWO for what it actually is, I welcome all comments (really a study of global strife between 1992 and 2002).
If you want to see the scope of CNWO expanded so there is more activity then I'd welcome your collaboration on a Test of Time version which never got past the drawing board.
Other than that I have no objection to you, or anybody else, making changes in structure/graphics/events for your own use, you just can't distribute them. I don't think any other designer would have a problem with that, but would take objection to unauthorised edits and plagarism.

The modified rules and events for your PBEM game are acceptable within those guidelines because that's your game and you can do what the hell you want. You didn't advertise the fact and didn't post it as a full-blown update.
I am serious about offering a collaborative effort for TOT, and I promise full credit to you for your suggestions towards a future update. Work with me.
