How can you differentiate between those two government types based on a single civ2 government type? Won't they share the same label?

The details are not important for gameplay purposes.

We can just assume that Germany perhaps done some things differently.

Like the Barbarossa operation being launched in spring 1941, this would have made a big difference.

With the capture of Moscow or Leningrad, the following Citadel operation (Caucus) may well have went according to plan.

This resulted in a nasty situation for the Allies.
The US still was the first to use the atom bomb.
The Allies tried to use the atom bomb on Paris in 1945, but the B-29 was shot down by Fw190s.

Germany did not get it's own prototype atom bomb until 1949.

THE RED EMPIRE:
Leader: Kommissar Varennikov
Capital City: Zhukovgrad
Government Type: Autocratic Insurgent Republic (CIV2 republic)
Economy Level: Semi-Communist system. Lacks any real cohesion to be called a true economy.
Military Power: Terrorist Organisation. But can sometimes muster up traditional Russian attacks, posing a real threat.

Brief History:
After the disastrous fall of Moscow (1941) Leningrad (1942) and the Caucus (1942-43), the game seemed
up for Stalin's Soviet Union. In a series of rearguard battles, the Red Army succeeded in a fighting retreat
towards the Urals. It was while holding out in the city of Perm that Josef Stalin was killed (1944) during an
air strike by Luftwaffe. This caused a rapid change in Soviet fortunes. Zhukov Immediately ordered all NKVD
in his command removed, shot or imprisoned, while declaring himself the new Russian leader and denouncing
the Soviet apparatchiks. At the city of Magnitogorsk, Zhukov made his famous rallying speech to a spellbound
army of refugees and soldiers. "This was the fault of Stalin and Beria that we stand in wastelands."

Thus was proclaimed the new state of the mother nation, a new Russian capital was set up at the city of Irkutsk.
The main staging base was to be Tobolsk, with terror attacks being launched on the Third Reich, throughout 1945-46.
Hitler's Reich had no intention just then of playing chase with the Soviets into a barren land, such an effort
would be impossible to supply and re-arm, as the Typhoon campaign of 1941-42 had shown the inherent difficulties.
So the Third Reich was happy to let the Soviets retreat into the deep North and East. The Reich was occupied in
the West now by the renewed campaign against the UK and the US Navy. Stalin was dead, and the Russians subdued.

In 1948, Hitler ordered the now vanquished Urals to be dotted with forts and the general creation of an 'Ostfront'
defence and air cover network. But SS-commanders were not having an easy time keeping the vast area under control.
Still periodic attacks were carried out by desperate groups of Red Army and a new foe, whom were becoming known as
the 'Sons of the Bear', these men were to be later known more infamously, as the Red Empire.

The Red Empire was funded and helped by many factions in the Middle East, India and various secret GEU states.
It grew during the 1950's under Zhukov's genius control to be the most dangerous terror organisation in the world.
Zhukov spent many years running an effective terror campaign from the inhospitable cities of the old Soviet East,
until Führer Albert Speer recognised the Red Empire and ceded peace terms (1962). The next ten years were spent
in clashes with the remains of the Japanese forces and the rising Pacific Alliance. The UFA would agree to some
contacts with Zhukov's organisation, but refused to recognise it as a legit nation, a snub which stung Zhukov
and made him belligerent to the Americans until his death.

Since the death of Zhukov (1973) his great work of winning back European Russia has been handed to his able
and brilliant protégé, Colonel Varennikov. He has taken the Red Empire back on a winning streak against it's
foes and won much backing and funds from the friends of the Russians. Like Zhukov, Varennikov has also shifted
away from the old-style communist thinking, in favour of progressive control and pragmatic economic choices.
Without the monetary lifeblood from backers and the vital research and Development carried out in the city of
Vladisvosotk, Kommissar Varennikov's army and air force would be in dire trouble.

The Red Empire seeks a legitimate place among the major nations, not vengeance. As it is, the Red Empire has
been conceptualising many new weapons in the last decade, with a frequently professed agenda for defence and peace.
But many Reich officers murmur that such Russian designs have one purpose: to win back some long-lost territory.

What the new decade hold for the tumultuous Red Empire, is really all in the hands of one man...Varennikov.
