Need help Creating a Civ 2 Scenerio

I have built a civ 2 scenerio of the Civil War that is outstanding. however, I can t get the changes I made to the icons of the units and value changes to be included when others download the scenerio. Now I can change rules.txt and play the game with others without the graphic changes but the graphic changes are really cool and I want them included,
Please give me the advice i need and The King will greatly be indebted to you.

Oh, and then, everything must be saved in one folder.

By the way, which civil war is it?

That would be the American Civil War, with extra rules which make it unique
