LazyCiv is a program written by Xin Yu that has saved the PBEM community (at least for MGE users). It fixes a bug that changes a players production queue when a city is taken. For an example of a current issue with this bug, check out this pbem:
It seems a feasible task with CSPL;
If i understand correctly the problem only pop up when a city is conquered, is this right?
and in that case all loser civ city queues are re-configured by the AI or all civs queues?
And the problem is just with the city queues? i mean, no problem with money or units?
I'll give it a try this weekend, hope it's not too late for your PBEM.
How to use it:
- Launch Tot and then launch LazyCSPL (as every other CSPL program... whoops, it's the only one...)
- Let's say a player start his turn, well, before doing everything else, it should select LazyCSPL bar and press 's'
- LazyCiv will save all production queues of all cities with the exception of player civ.
- The player play its turn as always.
- Just before saving the file he should select LazyCSPL and press 'l'
- LazyCiv will restore all production queues of all cities with the exception of player civ.

The problem is with city qeues, but that also affects the amount of already built shields (-50%).
I hope that what i've done is enough to take care of this problem too: it restores the item that was in production when the turn started AND the number of shields stored when the turn started.
I wasn't able to test it properly so please test it and tell me if i missed something or if i misunderstood something else.
