Help!!! I need Help!!! I need to build more warship for my Rengo Katai in Imperialism 1870, but this stupid Civ AI refuse me to do so!!!!! How can i do?

The weird is that this message shows up only if i try to build a naval unit. Land units are built up normally...

Problem solved by anihilating both US and Russian Fleets...
