ive got this list of modifications already:

1. give each civ 2 more planets to encourage wonder production.
2. increase production costs for all equipment and improvements.
3. give wonders operating expenses. (unusual but money doent seem to be tight)
4. lower the reward money on killing the general, neo and thon.
5. increase operating expenses on some city improvements

they sound reasonable to me.
