is it possible to play this scenerio as a PBEM? With each of the 3 sides being played by someone?

A suggestion
If you start at the begining of the scenario, this could be rather tricky for the Roman player. Whoever plays as the Cathageans would have an excelent chance of clobbering the Romans before Rome could expand past its first few cities. Good Luck. It is going to be a nightmare to try and do this - it is a multi-stage scenario with different rules and stuff. Why not just play something more suited to multi-player like Paul Cullivan's End of the Bronze Age. There are many others from the period by Stefan Hartel, Alex Mor, Allard Hoefelt....
p.s. I think Bebro's work is top notch and IR is great - voted for it as one of my top ten so I have nothing against it.
