How do i edit the tech-tree and advances, so that, for example, one civilization cannot advance to build a certain unit?

Go to the hosted site Scenario League. They have many documents with hints and tips for creation, including exactly what you want to do. It basically entails using unresearchable pre-reqs to limit who can know (and thus build) what. You'll find lots of excellent information there.
