Well, can it? I am trying to change a terrain underneath a city from default tundra to default grassland. But the game won't let me change it while the city is there, even in cheat mode. I tried various ways of saving, but I still can't come up with an easy solution. Is there one?

Use an engineer or two to transform terrain in the city square.
Temporarily change the terrain section in rules.txt to allow the kind of transformation you want and to reduce the time to do it. Then have the engineer transform the terrain. Clear the engineer's movement allowance and repeat until the terrain changes. Get rid of the engineers (or not). Then change the terrain rules back.

But perhaps I should have been clearer. I know that, with a lot of trouble, I could change the terrain. But I don't want to have to go in and reset all the production and stuff that would automatically update if I allowed actual turns to pass in the scenario. What I'm trying to find out is; is there a way to alter just the map from outside the scenario, then put it back into the scenario folder, with the new terrain changes? The map itself is a separate file, and I can take it out and do what I want with it. But the only ways that I can think of to alter the terrain involve lots of trouble because of having to do it within the scenario.
Confused yet? Did I make that clear?
In other words, I'm looking for an easy, painless solution. There may not be one. If not, oh well, I have other solutions.

If I had a lot of changes I would and have used mapcopy. For just a few changes I would use the engineer method. I should have stated this before, but with the engineer method, no turns have to elapse. Everything can be accomplished in 1 turn by repeating the transforming, resetting movement process.
If you use mapcopy be sure to read the documentation carefully. Otherwise you could foul things up. I did. The damage wasn't fatal, but I was pulling my hair out for a while.
