It's beta testing time again

I've made a test version of CivCity that can partly handle Test of Time scenario files. For now, it can only the Original format files. I have not been able to figure out multi-map scenario files, so they are not yet supported.

Please note this is a test version, so don't try it out on anything you can't afford to lose!
