Any ideas? We could group them into Historical, Fantasy, Fictional (history based what-ifs) and Sci-Fi, then further subdivide the Historical into eras.

I think a scenario rating system is a wonderful idea, Shadowstrike.
It should please you to know that the SLeague has been working on this very idea for several years now( Scenario Reviews ). Your contribution would be most welcome ( To Be Reviewed ).

In my opinion:
There cannot be one best scenario. There are many. Take Red Front. It is an excellent scenario, a perfect scenario. Hence, it is probably the best scenario in the World War II category.
But you can't rate Red Front in a sci-fi category of scenarios, or even a historical ancient, medieval, or present-day time period.

I think the European section might get a bit huge
Would it be an exaggeration to say that more than 2/3 of all scenarios are European based?
The European Civilisation Site is a good example of a single area site. Not so comprehensive these days though.
