I don't build scenarios, so forgive this question if it is rediculous...
Do events need to be triggered by captures of cities? If not, then you could have one of those if/then clauses regarding particular map squares.

If "Germans" in square 97,83= then:
You know, like to add a bit of extra cool stuff, for say when the Germans approach certain geographical areas of importance. This river, that marsh, this or that valley etc.
You may not have room for extra events as there are many included already. But could your new ideas with that hex or whatever buisness perhaps make infinate events possible?
This idea could just envelop the player in the feel of the game. It could also serve to push the player farther into following historical campaigns.
Any thoughts?
