In a recent GC as Lorraine, Savoy and Provence were my vassals, since December 1809 and August 1808 respectively. I have +200 relations with Savoy and +194 with Provence. August, September, October 1818 comes, anmd it won't let me annex Provence. Neither of us are at war. When December 1819 comes, I successfully annex Savoy, but it still doesn't let me annex Provence. ANyone else seen this bug? My guess is that the bug is that you need to have +200 relations to annex, not +190 as it should be.

I think you should take this to the Paradox forums. It's more people there after all. I can't understand what's wrong with your game, but I'd guess it's so easy to spot that we can't see it...Do not fear, for I am with you; Do not anxiously look about you, for I am your God.-Isaiah 41:10
I praise you because I am fearfully and wonderfully made - Psalms 139.14a

Well, the conditions for diplo-annexing are:
1. The annexee is a vassal of the annexer, and has been for 10+ years.
2. The two countries share a common border.
3. The two countries are in the same alliance.
4. They must be of compatible religions (meaning: if you are allowed to RM you can annex).
5. You must have relations of 190+
