      I've also started a game as Brazil but I can't seem to attract any immigrants. I've even cheated and made every reform in the game and built loads of factories but still no immigrants.

        Are you a democracy?

        When I play as France, I get immigrants during the short while I am a democracy (most French parties are "Full rights"). But as soon as Nappy3 kicks in, my whole immigration disappears because of the üpresidential dictatorship/constitutional monarchy

          It's a Constitutional Monarchy but I don't know how to make it a democracy. I've made every reform you can make but still it won't become a democracy.

            Voting rights should make you a democracy automatically... At least that was the case when I accidently made Prussia a republic...

                It's probably because you have a conservative gov't that has "residence" or "slavery" as minority policy, if you want to draw immigrants you'll need a liberal govt with at least "limited citizenship", and ideally "full citizenship". (again, it's in the link I posted, go read it )

                  China is way easier to play then Brazil since there are no manpower shortages and there are plenty of resources. Once you get civilized status it's pretty simple to just expand like wildfire and use the extra income to industrialize. With Brazil I'm thinking I might start over and just keep assigning the Liberals into power since voters keep electing conservatives. Is there some way to get a revolution so I can just kill the king and declare a democracy?

                    Yeah, but my problem is I can't get a liberal government nor can I switch to a democracy. Brazil doesn't seem to be able to do either without a revolution.

                      IIRC there's an event that allows you to switch to democracy later on in the game. But it's not possible to peacefully turn into a democracy from constitutional monarchy.

                      However, some countries simply don't allow much in the way of democracy or immigration. Maybe it'd be a better option to play Argentina, which receives a lot immigrants in early game, despite being a conservative dictatorship. (at least at easy level - probably hard-coded) That country also has several liberal parties, and its cheap to turn it into a democracy early game, before the mass-immigration takes place.
