Bring the ship out into sea.
    Select your army.
    Right click on the ship.

Sometimes the clickable area for the ship isn't where you would expect it, and thus you should try clicking near it just in case.
As well, your army has to be able to fit on the ship or else they will not move.

I've seen a lot of posts like this lately, asking about the same thing. Haven't you kids played EU 2 or something?

What decides which ships can carry how many units and what sort?

When you build a ship, if you place your cursor above the ship for a few seconds, it will tell you what "class" of ship it is. Only "transport" ships can, well, transport.

1 transport ship can hold 1 regiment. Sometimes this can be a little confusing, though: Transport is by regiment, not by numbers. If you have 2 transport ships, you can transport 2 regiments. It doesn't matter if those two regiments have 0 people in them or 1000, since they are not counted by total men.

You can click on a fleet and it should say how many regiments it can carry.
