Tax collectors (short of having all provinces with them) are best prioritized by population. That is, those with the highest population should get them first as they will add the most to the annual tax revenue.

I agree somewhat with that statement but one must also consider the province tax income as well. Sort by tax income in the ledger and apply the upgrades to the highest tax income generators first. This is not necessarily the province with the most population.
