I`d say currently it is much worse than EUII. But it is so broken it is already funny, in a weird way.

My favourites so far (1939 scenario):

1) Japan, in most games, doesn´t join the Axis.
2) Rommel can´t cross the Mediterranean. (Italians refuse to transport Germans. )
3) Vichy always joins Axis, their units are wherever the action is. DeGaulle is Vichy.
4) The Royal Navy doesn´t defend the Channel; no one defends their own capital.
...

This game is many, many patches away from stopping being silly.
