You place the monument in the same way that you place any other building, but the suckers are BIG so you need a lot of available space (and IIRC they are not rotateable so you are stuck with having the "entry point" in the place they designate, even if that is the space furthest from your worker guilds. Like the temple complexes (when you get them) the footprint can be so large that actually getting it to lock down where you want it to go can be fiddly. Best to save your game immediately before trying and putting it into slow speed. Once you get the knack its becomes a lot easier.
Unless you are sandboxing you can only build the precise monuments that the scenario requires. IIRC you start with a small mastaba which is basically a brick tomb about five tiles wide and eight tiles long. It still takes a heck of a lot of bricks to build but its nothing compared to the great pyramids that come later. Its possible you need to hit certain population caps or other milestones before the scenario will make the monument available too.
