Actually I was thinking of something along those lines.
You could assign orders to your people, either generic or real players, depending.
Call a hit: Try to kill an opposing goon, naturally.
Tap informant: Get info on an enemy, for various reasons.
Hire new goon: Easier if the hitmen are non-persons, but could be interesting if players are used.
Defend an area: Could refer to a place or person. Increases success in defending against a hit.
The difference between this and Nuclear War would be that all these things (except call a hit & collect payments) cost money. So Both or all sides start with $X and try to make more. One could do this by:
Collect a payment: This would generate a small amount of income. Could be a one-time deal or an ongoing setup. ALso could be unlimited sources or limited. Limited would work great with bystanders (as shopkeepers, etc.) who are forced into alliances with the 1st mafia to contact them. They also could be killed (not automatically), but the 'allied' mafia could defend them. Limited would also work to cause conflict for those resources.
F* wit' 'Em: Stops payments from reaching an opposing mafia.
Go for Big Score: A risky assignment that, if successful, generates a BIG chunk o' cash. The GM would announce when such an opportunity arose (secretly or open), or it could be done at any time, or maybe only after tapping an informant?
Extra $ can be spent on assignments to up the firepower, or to send additional people. This will cost more $.

Too complicated, too forgiving if you send all your hitmen to kill a bystander (who should be renamed to undercover police or something, it may explain why they are so deadly).

Sorry about that. I was averaging 4 hours sleep a night, if that, and it tended to affect my concentration adversely. Now I average 5 hours and everything is much better.
